NOTICE OF VIOLATION Baltimore Gas and Electric Company Calvert Cliffs Nuclear Power Plant, Units 1 and 2 License Nos. DPR-53 Docket Nos. 50-317 DPR-69 50-318 As a result of the inspection conducted on August 18 - October 6, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violations were identified:

A.l. Environmental Technical Specifications, Appendix B, Section 5.5, require that systems directly involved in fulfilling environmental technical specifications be operated in accordance with approved procedures. Procedure RCP-1-601, Radioactive Liquid Waste Permits, dated August 31, 1981, requires that the expected radiation monitor reading for a release be predicted using calculated responses of individual nuclides from Procedure Table (1), plus background and a positive 50% tolerance; and that Operations enter the maximum radiation monitor reading in the plant computer as a setpoint change to the Liquid Waste Discharge Monitor Alarm.

Contrary to the above, on September 30, 1981, during the release of Reactor Coolant Waste Monitor Tank 12, the predicted Radiation Monitoring System response was not calculated as required and a plant computer setpoint change for the Liquid Waste Discharge Monitor Alarm was not entered.

This is a Severity Level V Violation (Supplement I) applicable to

-DPR-53 and DPR-69.

A.2. 10 CFR 50, Appendix B, Criterion III, requires that the design basis be translated into drawings.

10 CFR 50, Appendix A, General Design Criteria, incorporates cooling water in the design basis in Criterion 44, which specifies that the cooling water system has the safety function of transferring heat to the ultimate heat sink.

The approved Quality Assurance Program for Operations, FSAR Chapter 1.C, Part IC.3, requires that the Electric Engineering Department ensure that the design basis is correctly translated into drawings.

Contrary to the above, Drawings M-450 and OM-450 for Unit 2 Salt Water Systems did not translate the design basis:

in that the flow isolation (sluice) gates in the cooling water suctions to the salt water pumps were not shown on the dr.1 wings.

This is a Severity Level VI Violation (Supplement I) applicable to DPR-69.

Pursuant to 10 CFR 2.201, Baltimore Gas and Electric Company is hereby required to submit to this office, within thirty days of-the date of this Notice, a written statement or explanation in reply, including:

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.

Where good cause is shown, consideration will be given to extending the response time.
