APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Luction 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the Power Authority of the State of New Yor:, as holder of Farflity Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed change to the James A.
FitzPatrick Operating License seeks to an.and Appendix A., Technical Specifications.
This application is submitted in support of Reload 4 for Cycle 5 operation of the James A. FitzPatrick Nuclear Power Plant.
The proposed changes effect areas concerning:
revised maximum average planar linear heat generation rate (MAPLHGR) data for two new fuel types; power spiking penalty on linear heat generation rate (LHGR) as a function of core height; decreased control rod drive scram survei31ance frequency to a previously approved frequency; use of ODYN computer program for pressurization transient analyses; surveillance requirements for the Standby Gas Treatment System heaters; and miscellaneous typographical changes.
