Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I through IV thereto, comprising a statement of the proposed changes to the Technical Specifications, the associated Safety Evaluation, and analyser..
This application is submitted in support of the upcoming Reload 4 for Cycle s operation of the James A. FitzPatrick Nuclear Power Plant The propcsed changes effect areas concerning:
revised maximum average planar linear heat generation rate (MAPLHGR) data for two new fuel types; power spiking penalty on linear heat generation rate (LHGR) as a function of core height; decreased control rod drive scram surveillance frequency to a previously approved frequency; use of ODYN computer program for pressurization transient analysis; surveillance requirements for the Standby Gas Treatment System heaters; and miscellaneous typographical changes.

4-The Authority has class fled this application for amendment to the operating license as Class III.
Enclosed is a check in the amount of $4,000 as the filing fee per 10CFR 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
