SUBJECT:
RELIEF - INSERVICE INSPECTION PROGRAM (HADDAM NECK PLANT)
Your letter dated October 7,1981 requests relief on a temporary basis,.from'the ASME Boiler and Pressure Vessel Code,Section XI, Table IWB-2500, examination category B-M-2 as appited to cted valves. Your letter proposes deferral of the disassembly anc inspection of two 6-inch check valves until the 1983 refueling outage.
Your letter stated that Category B-3-2 requires that one valve exceeding 4 inches in each group of valves of the 'same construction desi<jn, e.g. globe, gate, or check valve, manufacturing method and manufacturer that performs similar functions in the system shall be examined during each inspection interval.
Yoo indicated that there are only two 6-inch check valves (Rockwell-Edwards) in this category 3
(CD-CV-872A&B) and that these were scheduled for examination during the May 1980 refueling outage as required by the Haddan Ne-k Plant ISI Progre.m.
You statt.O that the inspection was attempted, but not completed, because during disassembly, it was discovered that the valve had gold-plated seal rings.
As a result of this effor' you indicated that your nanufacturer inforned you that replacement parts were required to reassemble the valve properly.
You further indicated thet because the Haddam Neck Plant did not have the spare parts, the gold-plated seal rings were not disturbed and the valves reassembled. Con-sequently the inspection was not performed and deferred until the 19,81 refueling outage.
A discussion of your basis for requesting relief until the 1983 refueling outage follows.

You advised us that delivery of the parts would not support the October 1981 refueling outage.
Even on a rush basis, the earliest delivery Rockwell could meet was December 31, 1981. Through Rockwell, you have attempted to locate other customers who might have the needed spare parts in stock.
This technique had been successful in other instances' but not in 'tilis case. Without the necessary spare parts, you maintais that CYAPC0 would not be able to reassemble the check valves which are required for startup -
following the present refueling outage.
You indicated that these valves were full flow exercised during the 1980 outage and have successfully been leak tested as reactor pressure boundary valves.
In addition, you stated that during the 1981 outage, these valves will be leak tested and visually inspected as reactor pressure boundary valves.
Based on our review of the information that you have provided, we agree that these valves should not be disassembled without having proper replacement seals for reassembly. We have determined that
. requiring this disassembly and inspection would result.in hardship or unusual difficulties without a compensating increas.e in the level of quality and safety. We conclude that there is reasonable assurance that the measures you are taking will provide adequate assurance of the structural integrii;y of the two valves.
Based on our review of your request we ha~ve determined that these requirements would be impractical and that the granting of this relief is authorized by law, will not endanger life or property or the common defense and security and is otherwise in the public interest, considering the burden upon Connecticut Yankee Atomic Power Company if the requirements were imposed. Therefore, we ccnclude that the relief should be granted.
We have determined that granting of the relief does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.
Having made this determination, we have further concluded that the" relief involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement, or negativi declaration and environmental impact appraisal need not be pre-pared i,n conn.ectio.n.with the issuance.of this action.

November 3,1981 We have also determined that: (1)-because the relief does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a-safety margin, the relief does not involve a significant hazards con-sideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operatien in the proposed manner, and (3) such activities will be t.onducted in compliance with the Commission's regulations and the issuance of this relief will not be inimical to the common defense and security or to the health and sa safety of the public.
Accordingly, pursuant to 10 CFR Section 50.55a(g)(6)(1), we hereby grant relief from the inservice inspection requirements of the ASME Code,Section XI, Table IWB-2500, examination category B-M-2 as applied to check valves, until the 1983 refueling outage.
A copy of the Notice of Issuance is enclosed.
