This refers to the routine safety inspection conducted by Mr. N. Blumberg
of this office on June 15-20 and June 22-26, 1981 at Three Mile Island
Nuclear Station, Unit 1 of activities authorized by NRC License No. DPR-50
and to the discussions of our findings held by Mr. Blumberg with Mr. J.
Herbein and other members of the GPU Nuclear staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the Office of Inspecticn
and Enforcament Inspection Report which is enclosed with this letter.
Within these areas, the inspection consisted of selective examinations of
procedures and representative records, interviews with personnel, and
observations by the inspector.
Within the scope of this inspection, no items of noncompliance were observed.
We note, however, that you have not fully met the intent and schedule for
training PORC members, as described in the enclosed inspection report.
In
addition, PORC review functions may be transferred to other indtviduals
prior to restart.
Therefore, we request that you respond to this letter in writing within 20
days,of receipt, informing us of the date by which your PORC training
progrc will be fully implenented for Unit 1 and the applicability and
implew ntation of this training to other members of your staff who may be
performing procedure and safety review functions previously assigned to the
PC.'lC .

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, documentation of findings of your
control and accounting procedures for safeguarding special nuclear materials
and your facility security measures for physical protection are deemed to
be commercial or financial information within the meaning of 10 CFR 9.5(a)(4)
and shall be subject to disclosure only in accordance with the provisions
{
of 10 CFR 9.12; therefore, the pertinent section(s) of the enclosed inspection
report will not be placed in the Public Document Room and will receive
limited distribution. Additionally, in accordance with Section 2.790 of
the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations,
a copy of this letter and the remaining sections of the enclosed inspection
report that do not contain 2.790(d) information will be placed in the NRC's
Public Document Room.
If this report contains any information that you (or
your contractor) believe to be proprietary, it is necessary that you make a
written application within 20 days to this office to withhold such information
from public disclosure. Any such application must be accompanied by an
affidavit executed by the owner of the information, which identifies the
document or part sought to be withheld, and which contains a statement of
reasons which addresses with specificity the itens which will be considered-
by the Commission as listed in subparagraph (b) (4) of Section 2.790.
Tha
information sought to be withheld shall be incorporated as far as possible
into a separate part of the affidavit.
If we do not hear from you in this
regard within the specified period, these sections of the report will be
placed in the Public Document Room.
