This refers to,the routine inspection conducted by Messrs. R.

S. E. Shepley, N. J. Chrissotimos, S. DuPont, and P. Byron of this office
on June 29 through August 28, 1981, of activities at the LaSalle County
Nuclear Station, Unit 1, authorized by NRC Construction Permit No. CPPR-99,

to the discussion of our findings with Mr. R. H. Holyoak at the conclusion
of the inspection, and to the management meetings held on July 27, 1981,
August 14, 1981, and August 20, 1981 between Mr. James G. Keppler and others
of this office and Mr. J. J. O'Connor and others of his staff.
The enclosed copy of our inspection report identifies areas examined during
the inspection.
Wi thir: these areas, the inspection consisted of a selective
examination of premhes and representative records, observations, and
interviews with peta.snel.

During this inspection, certain of your activities appeared to be in non-
,
compliance with NRC requirements, as described in the enclosed Appendices
,
A and B.
A written response, submitted under oath or affirmation, is

required. Areas examined during this inspection and discussed in Appendix
B concern subject matter which is exempt from disclosure according to
Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code
of Federal Regulations.
Consequently, Appendix B to this letter and
your response to the nonconpliance identified in Appendix B to this
letter, will not be placed !n the Pubile Document Room. Your statement

In accordance with 10 CFR 2.790 of the Commissions's regulations, a copy
of this letter, Enclosures 1 and 3, and your response to E closure 1 to
this letter, wi?.1 be placed in the NRC's Public Document Room.
If Enclosures
1 and 3 to this letter contain any information that you or your contractors
believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary
that you (a) notify this office by telephone within seven (7) days from the
date of this letter of your intention to file a request for withholding; and
(b) submit within twenty-five (25) days from the date of this letter a

written application to this office to withhold such information. Section

affidavit executed by the owner of the inforr.ation s'aich identifies the
document or part sought to be withheld, and which contains a full statement
of the reasons which are the basis for the claim that the information
should be withheld from public disclosure. This section further requires
the statement to address with specificity the con.siderations listed in
10 CFR 2.790(b)(4). The information sought to be withheld shall be incor-
porated as far as possible into a separate part of the affidavit.
