Su5iec t: Appendix h of 10 CFR Part 50 - Fire Protection rule (Hine i'ile Point '!uclear Statin 1, Units 1 and 2)
The Comnission published a revised Section 10 CFR 50.48 and a new Appendix R to 10 CFP. Part 53 on I:ovember 19,1989 (45 F4 76502).
This rule becane effective on February 17, 1931, and it specifies certain fire protection features for
)
operating nuclear power plants 1 fcensed before January 1979.
The technical requiruitnts stated in Appendix R were adopted after several years experience with the fire protection guidelines of Apoendix A to BTP-4519.5-1 in evaluating fire nrotection progra.is. A copy of the Federal Occister S,tice is enclosed (Enclosure 1).
The technical requireients of Appendix R to 10 CFR Part 50 are now being used as quidelines in our evaluation of the fire protection progran for plants under review for operating licenses.
It has been our recent practice to nerfor,. the fire orotection revieas for OL plants using the provisions of Appendix R.
Accordingly, as part of your overall fire protection progra, sitriittal, we request that you include a colparison of your fire protection progran to Anpendix R to 10 CFR Part 50.
Soecifically identify and lustify any deviation fron Apoendix R.
Devia tions froa Appendix R should be identified as early in the review process as possible, so that they nay be resolved and all fire protection features be hpleicnted by the tire the plant is ready for fuel loadin3 If you have any questions on this subject, please contact the PIC Project fianager for your facility.
