This will confirm a report to Mr. Paul Kellogg of your effice on October.

30, 1981, at 1625.

Durin5 t'a prOCeF' Of updating the CR-3 FSAR, it was discovered that n

the analysis of the stean generator tube rupture accident w s non-conservative.

It assumss the main steam safety valves will not lif t following a reactor trip.

If these valves do open, it will cause a release of activity to the environment which is greater than that cal-culated by the FSAR.

Tois created an event reportable under Technical Specification 6.9.1.8.h.

There was no effect upon the health or safety of the general public.

It is highly probable that CR-3 is in compliance with the offsite dose requirements for this accident (10CFR 100). Appropriate analysis is being initiated to docum nt this fact. A detailed report will follow within fourteen (14) days.
