APPENDIX A NOTICE OF VIOLATION Public Sonice Electric and Gas Company Docket No. 50-354 Hope Creek Unit 1 License No. CPPR-120 As a result of the inspection conducted on September 1 - October 4,1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the -
following violation was identified:
10 CFR 50 Appendix B, Criterion V, states, in part, that: " Activities affect-2 ing quality shall be prescribed by documented instructions, procedures, or drawings...and shall be accomplished in accordance with these instructions, procedures, or drawings."
Section 16.4.5 of Chapter 16 of the PSAR states, in part, that:
... quality related activities are documented and controlled by written procedures and instructions."
Paragraph 5.18.3.6 of GEI&SE's General Welding Pmcedure fo: Nuclear Service for Field Installation states, in part, that for gas tungsten arc welding (GTAW): " Filler metal addition shall be applied to all welds unless otherwise approved."
Contrary to the above, as of September 17, 1981, a welder was observed welding plugs into the core support plate using the GTAW process without the addition of filler metal and without approval.

Although 10 CFR 2.201 requires you to submit to this office within 30 days of the date of this Notice, a written statment or explanation in reply, we note that this iten of noncompliance was corrected prior to the completion of our inspection and your corrective steps taken and the results achieved as well as corrective steps taken to avoid further violations have been reviewed. As a. result, no response is necessary.
The responses directed by this Notice are not subject to the clec.rance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980 PL 96-511.
