Subject: Combined Inspection 50-354/81-14 and 50-355/81-14
This refers to the routine safety inspection conducted by Mr. W. H. Bateman of this
office on September 1 - October 4,1981 at Hope Creek Generating Station, Units 1
and 2. Hancocks Bridge, llew Jersey of activities authorized by flRC License Hos. CPPR-
120 and CPPR-121 and to the discussions of our findings held by Mr. Bateman with
Mr. A. Barnabei of your staff at the conc!usion of the inspection.
Areas examined during this inspection are described in the Office of Inspection and
Enforcement Inspection Report which is enclosed with this letter. Within these areas,
the inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it Opoears that one of your activities was
not conducted in full compliance with HRC rewirements, as set forth in the Motice
of Violation, enclosed herewith as Appendix A.
This item of noncompliance has been
categorized into the levels described in the Fedr.'al Register Motice (45 FR 66754)
dated October 7,1980. This notice is sent to you pursuant to the provisions of
Section 2.201 of the HRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations. Alchough Section 2.201 requires you to submit to this office, within
30 days of your receipt of this notice, a written statement or explanatios we note
that this itt.1 of noncompliance was corrected prior to the completion of this inspec-
tion and your corrective action has been reviewed by the inspector, therefore, no addi-
tional response with respect to this matter is required.
In accordance with 10 CFR 2.790 of the Cmmission's regulations, a copy of this let-
ter and the enclosures will be placed in the HRC's Public Document Room.
If this
report contains any infomation that you (or your contractors) believe to be exempt
from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this
office by telephone within ten (10) days from the date of this letter of your inten-
tion to file a request for withholding; and (b) submit within 25 days from the date
of this letter a written application to this office to withhold such infomation.
Consistent with Section 2.79f'.')(1), any such application must be accompanied by an
affidavit executed by the o aet of the infomation which identifies the document or
part sought to '.a withheld, and which contains a full statement of the reasons on
the basis which it is claimed that the infomation should be withheld from public

the considerations listed in 10 CFR 2.790(b)(4). The infomation sought to be with-
held shall be incorporated as far as possible into a separate part of the affidavit.
If we do not hear from you in this regard within the specified periods noted above,
the report will be placed in the Public Document Room. The telephone notification
of your intent to request withholding, or any request for an extension.of the 10 day
period which you believe necessary, should be made to the Supervisor, Files, Mail and
Records, USNRC Region I, at (215) 337-5223.
