SUBJECT LIMIT CURVES FOR HYDROSTATIC AND LEAK TESTING - HADDAM NECK PLANT The Comission has issued the enclosed Amendment No.43 to Facility Operating i.icense No. DPR 61 for the Haddam Neck Plant. This amendment consists of changes to the Technical Specifications in response to your application dated September 28, 1981.
The changes to the Technical Specifications incorporate revisions to the limit curves for hydrostatic and leak testing.
We also call your attention to the fact that a general revision of i
Appendices G and H to 10 CFR Part 50, which will become effective in early 1982, contains a specific requirement regarding the consideration r
of potential flaws in the closure flange regions of reactor vessels.
This new requirement may affect the Haddam Neck pressure-temperature limits for hydrostatic tests and for nomal operation.
Copies of our'related Safety Evaluation and the Notice of Issuance are also enclosed.
