JOSEPH M. FARLEY NUCLEAR PLANT UNIT NO. 2 REACTOR CONTAINMENT LEAKAGE TESTING This letter is in response to your July 29, 1981 letter concerning 10 CFR 50 Appendix J Type B and Type C Reactor Containment Leakage Testing. Your inter-pretation to Appendix J test intervals is incorrect.. The proper interval is a maximum of two years from test to test. The date of initial fuel loading does not affect the te:t interval. Valve degradation may occur whether fuel is loaded or not.
As you have indicated, the Unit 2 first refueling is scheduled such that the reactor contaiment leakage testing will be done at greater than the maximum allowed time interval. Therefore, you have several options. Yourcould schedule tests during any shutdown of sufficient duration to a? low tests of the valves, or wait until the end of the two year interval, or raquest an official exemption from the Commission's rules. The latter case rerptres extensive evaluation on your part as well as ours.
In closing, the rule is clear that tests should be accomplished at refueling outages, but is also clear that the interval of tests must hot exceed two years.

This would result in a requested exemption for only the few valves not sted. The Comission has in the past approved an exemption for a few valve:, b we hesitate to approve a i
blanket exemption for testing of all containment iscation valves. This would not be in the best interest of safety.
