Alaoama Power Company's interpretation of the requirem nt as it applies to Farley Nuclear Plant is that local leak rate testing of syge B and Type C shall be performed at the first refueling outage on Far';y Unit 2 and that subsequent leak tests be performed at each subsequent refueling outage with the interval between tests not exceeding two years.

The results of the preoperational Type A, B, and C tests submitted by my letter to Mr. A. Schwencer dated October 28, 1980 were satisfactory.

Further, no incidents have been experienced at Farley which could have caused abnormal degradation to the integrity of the penetrations.

Unless we are advised that our interpretation is improper, Alabama Power Company intends to start the initial two year test interval for Type B and C tests as required by 10CFR50 Appendix J Paragraph III.D. at the date of the start of initial fuel loading on Unit 2 which occurred on March 8, 1981. Therefore, all Type B and C tests on Farley Unit 2 will have been re-performed no later than Marcn 8, 1983. The majority of the tests are scheduled to be performed during the first refueling outage on Farley Unit 2 which is currently scheduled for January,1983.
