This refers to the routine safety inspection conducted by John Sears of-the.
91 vision of Emergency Prepareoness, IE:HQ, and other NRC personnel on August 12

and 13,1981, of activities at the Fort St. Vrain Nuclear Generating Station

authorized by NRC Operating License No. DPR-34, and to the discussion of our
findings with Mr. Warembourg and others of your staff at the exit interview.

The enclosed copy of our inspection report identifies areas examined during
the inspection. Within the scope of the inspection no violations or devia-

tions were identified.

As was discussed at the exit interview, wa are concerned about the lack of
facilities at the interim Forward Comunand Post. As discussed at the exit
interview, you agreed to inform the NRC by September 13 as to your plans for
.i
upgrading the interim Fonvard Command Post until the permanent facility is
l
completed. We.are in receipt of your September 14, 1981, letter in which you
discussed your plans for upgrading the interim Forward Casanand Post and
,
i
although we concur with your actions, we should point out that the
'
interim facility does not centain accoaumodations for women.
!
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
,
i
this letter and the enclosed inspection report will be pinced in the NRC's
Public Document Room. If this report contains any information that you
believe to be exampt from this disclosure under 10 CFR 9.5(a)(4), if is
necessary that you (a) notify this office by telephone within ten (10) days
from the date of this letter of your intention to file a request for with-
holding and (b) submit 25 days from the date of this letter a written appli-

cation to this office to withhold such information. Section2.790(b)(1)
requires that any such application must be accompanied by an affidavit
executed by the owner of the information which identifies the document or
.
r
part sought to be withheld, and which contains a full statement of the
reasons which are the basis for the claim that the information should be
withheld from public disclosure. This section further requires the statement
to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
