m Westinghouse Electric Corporation Docket No. 99900294/81-01 NOTICE OF NONCONFORMANCE Based on the result of an NRC inspection conducted on July 6-10, 1981, it appears that certait of your activities were not conducted in accordance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or draw-ings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that imp rtant activities have been satis-factorily accomplished."
Nonconformances with these requirements are as follows:
A.
Westinghouse Medium Motor and Gearing Division, Quality Assurance Manual,Section XVII, Design Control, dated September 23, 1977, states, in part:
" Measures are established to assure that on a design basis all contractual requirements are met and included in the drawing, manufacturing informa-ti c. or other documents used to manufacture a given apparatus."
Contrary to the above, measures for the transfer of contract require-ments from the sales division to the manufacturing division have not been established.
As a result two changes to a contract, General Order B01882, were not on file at the manufacturing plant. These changes dealt with manufacturing and quality record requirements.
Also, a document called "Special Conditions," 9763-4224 which was referenced in the purchase order was not on file at either the sales office or the manufac-turing division.

Westinghouse Medium Motor and Gearing Division, Quality Assurance Manual,Section V, Final Inspection and Test, dated May 27, 1980, states, in part:
" Final inspection is performed upon completion of apparatus in accordance with the appropriate instructions and con-tractual requirements."
Contrary to the~above, final inspections did not assure contractual requirements were complied with by manufacturing.
It was found that the final inspection and release of six motors on Shop Order 78C36121 did not document compliance with note 13 of the purchase order concern-ing mercury free certification.
C.
Westinghouse Medium Motor and Gearing Division Quality Control Instruc-tion, Number 16, Documentation Audits, Revision 1,. requires Manufactur-ing Information (mis) to be examined for o mpleteness by comparing the specification and the MI.

Docket No. 99900294/81-01 Contrary to the above, the examination of mis for completeness is not being consistently implemented.
Two mis inspected on Shop Order 78C36122, which had been issued to the shop did not include applicable specifications.
Specification 892179 Sub R was missing.
D.
Westinghouse Medium Motor and Gearing Division, Quality Control Instruc-tion Number 18, DA Tag (Form 12971), dated October 16, 1970, states in part:
"After satisfactory repair the repair section inspector stamps and dates the hardback copy in the ' Manufacturing Section Inspector' block.
The inspector then stamps, dates and removes the hardback stub and forwards it to his supervisor to clear the tag."
Contrary to the above, four tags were found which were not stamped and dated, yet the hardback stub had been removed.
The tags were numbered 706488, 706486, 706136, and 705471 and the status of the repair was indeterminate based on review of the parts, E.
Westinghouse Medium Motor and Gearing Division, Quality Control Instruc-tion Number 19, Error Correction Tag (Form 18117), dated October 16, 1970, states, in part:
"When the tag is complete the originator removes the green paper copy and delivers it, with the rest of the days accumula-tion, to his supervisor.
The green hardback copy of the tag remains with the material."
Contrary to the above, at inspection station the B-8, the paper copies of completed tags were not removed for tags 50741, 50738, and 50737.
-At the B-4 inspection station, the green hardback copy of the tag had been removed from nonconforming hardware; e.g., shaft serial number 3302099.
F.
The Westinghouse response letter to inspection 99 % 0194/78-01 commits to corrective and preventive action on each of four.'eviations identified in the report.
Contrary to the above, corrective and preventive action was taken on only one of the four deviations.
The revision and auditing of the gage control procedure has not been accomplished. The issuance of a bulk' sempling procedure, implementation of drawing control in the receiving inspection and the processing of out-of-specification material, in accordance with the defective material procedure, had not been accomplished in the area of receiving inspections.
The establishment
-of procedures had not been accomplished in the area of procurement document control.
