SUMMARY
OF THE INDEPENDENT MEASUREMENTS CONTRACT MEETING WITH THE COMMONWEALTH OF MASSACHUSETTS AND BOSTON EDISON COMPANY On September 11, 1981, representatives of the Radiation Control Program of the Commonwealth of Massachusetts Department of Public Health, the NRC, and Bc> ton Edison Company who are responsible for the environmental monitoring program at the Pilgrim facility met at the Boston Edison Company office in Boston, Mass-achusetts. The attendance list is attached as Aopendix A to this summary. The purpose of the meeting, called at the NRC's request, was to review the imple-mentation of the NRC's contract with the Commonwealth of Massachusetts that provides for the independent measurement of radioactivity in the environment around selected NRC licensed facilities.
Boston Edison Company's facility at Plymouth, Massachusetts is included under the terms of this contract.
After stating the purpose of the meeting, a copy of the contract sampling and analysis program was given to the Caston Edison Company representatives.
The provisions of the contract were reviewed and discussed. The,e provisions include:
independent verification measurements and their place in the WRC inspection program; the role of the State and the NRC Regional Office in the program; and the use of the Department of Energy Radiological and Environmental Services Laboratory to perform the analyses until the state laboratory is operational. The availability of the data to the public was noted, and reporting requirements wers revievad.
The specific details of the sampling program will be discussed and resolved by the state and the licensee.
In addition the state and the licensee will make provisions for the routine exchange of data.
