REVIEW OF LICENSE APPLICATION DATED AUGUST 17,1981, FOR A SPECIAL NUCLEAR MATERIAL LICENSE TO P.ECEIVE, POSSESS AND USE EXCORE DETECTORS, DOCKET NO. 70-2549 I.

Background

The subject application requests authorization to receive, possess and use the following:

1.

Excore detectors containing less than six (6) g 23;U enriched to 90% 2ssy, 2.

Movable incore detectors containing less than one (1) g 23s0 enriched to 93% 235U.

3.

Neutron startup sources (PuBe) containing less than 3.0 g Pu.

4.

Fuel assemblies containing no more than 2,720 kg 2350 at a " nominal" enrichment no gr ster than 3.30% NU.

The applicant desires to have the requested authorization for the excere detectors by the end of October 1981. He requests authorization for the incore detectors, neutron startup sources and the fuel assemblies by April 1, 1982.

II. Radiation Safety All the detectors and neutron startup sources are sealed sources. The excore detectors requested contain less than 0.5 g 2ssU/ detector.

The radiation protection program for an operating license is currently being reveiwed by Mr. Frank Skopec, NRR. Mr. Skopec ::as no objection to issuance of a license.

-s SEP 2 91981 Resident Inspector, Mr. Gas *nn Fiorelli, have no objections to the issuance of a license.

Since the license application does not specify personnel responsible for the safe use of the detectors and the storage requirements for the detectors, the following license conditions are recommended to correct these deficiencies:

1.

The excore detectors shall be use Sy or under the supervision of individuals designated by the Manager, Nuclear Operations, or the Supervisor, Radiation Protection.

2.

The excore detectors shall be placed in secured storage when not in use by authorized personnel.

III. Conclusion and Recommendation The receipt, possession and use of the small quantities of SNM will have no adverse effect on the health and safety of the operating personnel, the public or the environment.

The staff recomends approval of Item 1 of the requested authorization (receipt, possession and use of excore detectors) subject to the conditions specified in Section II.
