Your application for license requested an exemption from 10 CFR 75 in accordance with 10 CP 575.3(b)(1).

is intended to be appifed so as to implement Article 36 of the U.S./IAEA Safe-guards Agreement. Article 36 requires IAEA to exmpt from safeguards at the request of the United States, certain small quantities which would otherwise be subject to safeguards. Prior to identification of a facility under the j

Agrec'ient, the small quantities in question would not be subject to safeguards and there would be no basis for the United States to make a request for exemption.

l Your applicttion for license discusses an exemption from the packaging and transfer requirements of 10 CFR Part 71.

It is true that Part 71 does provide certain exemptions for small quantities of licensed materials.

It should be noted that requirements in 10 CFR 571.5 are still applicable. Transfer require-ments are governed by 10 CFR Part 70.

The Nuclear Regulatory Commission (Connission) uses an electronic data processing

ystem to record the location, by licensee, of special nuclear material. This system uses a three-letter Reporting Identification Symbol to identify licensees who submit material transfer reports and periodic materials status reports in accordance with 570.53 and 570.54 of the Conmission's Regulations,10 CFR Part
70. For this purpose, you have been assigned the following Reporting Identi-fication Symbol:
