This is in regard to the September 24 and October 1,1981, telephone dis-
cussions between you and Mr. J. F. Streeter of this office concerning your
August 28, 1981 letter relating to Item 1 of the Notice of Violation for
IE Inspection Report Nos. 50-266/81-10 and 50-301/81-11. We understand
you will revise Item No. 7 of your procedure CCS 1.12.1 by October 9,1981,
to make it consistent with 10CFR50.72(a)(7) as clarified by the Suppicment
to IE Information Notice 80-08 dated July 29, 1980.
Specific. ally, we under-
stand you will revise Item No. 7 of DCS 1.12.1 to require the reporting of

any event resulting in manual or automatic actuation of engineered safety
features, including the reactor protection system, except those actuations
which result from and are part of the planned sequence during surveillance
' -
testing. We understand that pending revision of DCS 1.12.1, interim
-direction was given to plant personnel on September 25, 1981, to report
such events.
As explained by Mr. Streeter, Supplement to IE Information Notice 80-06
was not issued to allow licensees freedom to interpret reportability of
events based on perceived significance.
Rather, the clarification provided
by the supplement is limited to the types of events that are reportable
under Items (a)(1), (a)(7), and (a)(9) of 10CFR50.72.

Please inform us if your understandings are different than ours. We will
review your revised procedure during a subsequent inspection.
