APPENDIX A NOTICE OF VIOLATION Mississippi Power and Light Company Docket No. 50-417 Grand Gulf 2 License No. CPPR-119 As a result of the inspection conducted on July 21-24, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.
4 10 CFR 50, Appendix B, Criterion XIII as implemented by PSAR Section 17.1.13 requires measures be established to control storage and preservation of materials and equipment to prevent damage or deterioration. Bechtel Power Corporation Specification No. 9645-M-204.0 revision 28 has been identified as the controlling document for storage and preservation of safety related l
materials and equipment.
Contrary to the above, on July 22-23, 1981, measures were inadequate to control material and equipment preservation and storage in that the fol-lowing conditions were noted:

Several safety related pipe spools were off dunnage in contact with the ground and ground water.

Numerous safety related pipe spools had missing, damaged or det.eriorated pipe caps.
3.
Numerous safety related pipe spools were sealed with badly deteriorated tape.
4.
Several safety related pipe spools contained water and debris.
5.
Plastic covers over two safety related valves were melted by close proximity to heat lamps.

Improper storage conditions for safety related equipment were noted on Condition Report No. 6051 dated March 4, 1981. As of July 22, 1981 i
there have been no actions taken to identify or perform corrective actions.
