Gentlemen:

In accordance with the requirements of 10 CFR 50.30, Public Service Company of Oklahoma, herewith, submits sixty (60) official copies of Amendment 17 to its Preliminary Safety Analysis Report for Black Fox Station Units 1 and 2.

Twenty-five (25) advance copies have been submitted previously, as indicated in our October 5,1981 letter to you.

Amendment 17 responds to the requirements of the Near-Term Constructinn Permit /

J Manufacturing License regulations approved by the Commission on August 27, 1981.

This amendment is two-fold in purpose; it responds to the foregoing regulations and it amends certain other chapters of the Black Fox Station Preliminary Safety Analysis Report.

Amendment 17 will begin a new volume of the PSAR hereby designated Addendum II.

This addendum addresses the regulations with the exception of items (2)(ix) and (3)(v) concerning hydrogen control matters, which will be addressed in a separate submittal to be made by October 19, 1981.

Instructions for incorporating the material into the PSAR are provided.
