DPR-66 DUQUESNE LIGHT COMPANY OHIO EDIS0rl COMPANY PEtlNSYLVANIA POWER COMPANY BEAVER VALLEY POWER STATION, UNIT NO. 1 DOCKET NO. 50-334 INTRODUCTION By letter dated September 16, 1981, Duquesne Light Company proposed changes to the Technical Specifications (TS) appended to Facility Operating License No.

DPR-66 for the Beaver Valley Power Station, Unit No.1.

The changes involve clarification of intent in the calibration requirements for the power operated relief valves (PORVs) to satisfy TMI-2 Lessons Learned Category "A" requirements for the operability of the PORVs.

Relief from the calibration requirements for PORV Control Pressure Channels (PT-RC-444, 445) was also requested to allow deferral of the calibration until the second refueling outage for Beaver Valley Power Station, Unit No.1, which is scheduled for January 1982.

BACKGROUND INFORMATION Amendment No. 39 to Facility Operating License No. DPR-66 was issued on February ll, 1981 and incorporated changes to the TS in response to the licensees application dated September 17, 1980. Amendment No. 39 did not include de PORV Control Pressure Channels (PT-P.C-444, 445) in the channel calibration requirements of Table 4.3-7.

As a result of this omission, the surveillance requirements of TS section 3/4-4.1 were misinterpreted and PORV Control Pressure Channels (PT-RC-444, 445) were not calibrated as specified.

Failure to calibrate these channels resulted in the PORVs being declared inoperable, requirina operation with ell PORV block valves shut in accordance with TS action statement 3.4.ll.a.

EVALUATION We have reviewed the TS change proposed by the licensee and the accompanying safety evaluation. Based on this review we have determined that the proposed TS changes provide clarification and are no less conservative than the existing 8110130020 810922 PDR ADOCK 05000334 P.

TS issued by Amendment No. 39. Additionally, we have determined that the licensee's proposal to defer the calibration requirements for PORY Contro?

Pressure Channels (PT-RC-444, 445) until the second refueling outage of Beaver Valley Power Station, Unit No.1 is a more conservative approach than operating in accordance with TS action statement 3.4.ll.a. in that it will allow operation for the remainder of Cycle 2 with at least one FORV not isolated and will reduce the potential for challenge of the pressurizer safety valves.

ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not autnorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action wiiich is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the proba-bility or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
