Gentlemen:

Enclosed are three (3) originals and thirty-seven (37) copies of proposed Change Request No. 67 to the Beaver Valley Power Station Technical Specifications Appendix A.

This proposal requests that Table 4.3-7 ACCIDENT MONITORING INST 2UMEN-TATION SURVEILLANCE REQUIREMENTS as added by Amendment No. 39 be modified to include the PORV Control Pressure Channels (PT-RC-444,445).

Safety Evaluatf,n_

7 The purpose of this change is include the PORV Control Pressure Channels (PT-RC-444,445) in the channel calibration requirements of Table 4.3-7 which had been omitted from Amendment No. 39.

The isolation of the PORV to comply with Technical Specification 3.4.lla represents a potential challenge on the safety valves.

Since the PORV's contain a protection grade interlock for closure, if plant pressure dropped below 2,000 psig, we feel that continued operation with a PORV in service is in the best interest of overall plant safety. We have no reason to suspect the control pressure channels ca2ibration since indication on all seven (7) RCS pressure instruments are witnin a 25 psig span.

The OSC and ORC have reviewed this proposed Change Request No. 67 and have determined that there are no unreviewed safety implications associated with this change and that this change does not constitute an unmeviewed safety question.

Since this change was omitted from Amendment No. 39, we have determined that no fee is requited.
