Dear Mr. Williams:
S. Hanauer g/
R. Mattson
,,, f x, This is in response to your letter of July 10, 1981, which requested iiif5rnation concerning spent fuel at the General clectric Test Reactor.
Hith reqard to the through put of spent fuel, since the reactor has been shut down for nearly four years between Octob 3r,1977 and the present, it g?nerated no spent fuel during that period. Howeve<, during the 8 years fron 1970 to 1977, an averaqe of 79 standard elements ad 33 fueled followers, for a total of 112 tctal spent fuel elements per year yre shipped. Each new elenent contains 510 grams of highly-enriched U-235 rand each new follower contains 215 nrans of highly-enriched U-235.
Theaveragkburnupforthesefuelelements durino the 8-year period was about 38-40% (t. e burnup limit in the technical specificatiens is 501).
The accounting process is on an item basis using unique identification for each sealed iten. General Electric (the licensee) fol'ous the requirements of 10 CFR part 70, Donestic Licensinq of Special Muclear Material (see specifically Part 70.51, 70.53 and 70.54). A copy of 10 CFR Part 70 is attached.
j Measurenent methods, calibration criteria and analytical t(chniques employed for controlling SHM are describ d in the licensre's procedures. These procedures determine the accuracy and precision of the accounting procedures and are inspected by IAE Region V.
Finally, besides^the' WRC,'public agencies involved in the transport process are the 11. S. Departnent of Transportation and the State of California.
Sincerely,
~~

Dear !'r. Williams:

/.
This is in response to your letter of July 10.1981/which requested information concerning spent fuel at the fieneral Electric Test / Reactor.

Nith regard to the through put of spent fuel, since the reactor has been shut down for nearly four years between October,1977 and the present, it generated no spent fuel during that period. However, during the 8 years from 1970 to 1977, an average of 79 standard elements an'd 33 fueled followers, for a total of 112 total spent fuel elements per yegr'were shipped. Each new element contains 510 grams of highly-enriched U-235 and each new follower contains 215 grams of highly-enriched U-235. Thejverage burnup for these fuel elements during the 8-year period was about '38-40% (the burnup limit in the technical specifications is 50%).
The accounting process is on an item basis using unique identification for each se 9 d item. General E}detric (the licensee) follows the requirements of 10 CFR Part 70, Domestig/l.icensing of Special Nuclear Material (see specifically Part 70.51, 0.53 and 70.54). A copy of 10 CFR Part 70 is a ttached, f'easurement methods, calibration criteria and analytical techniques employed for controlling S*lf re described in the licensee's procedures and these procedurcs are inspected by I&E Region V.
Finally, besidps/the NRC, public agencies involved in the transport process are the H. S / Department of Transportation and the State of California.

Dear Mr. Williams:
This is in response to your letter of July 10, 1981 which requested infor-mation concerning spent fuel at the General Electr c Test Reactor.
With regard to the through put of spent fuel, ry nce the reactor has been shut down for nearly four years, it generatedAo spent fuel during that oeriod. However, during the 8 yers from 1%70 to 1977, an average of 79 standard and 33 followers, for a total of J12 total spent fuel elements per year were shipped.
Each new elementj:ontains 510 grams of highly-enriched U-235 and each new follower co tains 215 grams of highly-enriched U-235. The average burnup for these f el elements during the 8-year period was about 28-40% (the burnup 1 mit in the technical specifications is 50%).
The accounting process is on an, item basis using unique idei. 4fication for each sealed item [see 10 CFR 7%51(b), (c) and (d)]. Therefore, there is no problem with accuracy and precision.
Finally, besides the NRC, p/
ublic agencies involved in the transport process are the U. S. Department f Transportation and the State of California.
