Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Atomic Power Station Unit Nos. 2 anc 3 respectively, hereby requests that the Technical Specifications incorporated in Appendices A l
l and B of the Operating Licenses be amended by revising certain sections as indicated by a vertical bar in the margin of the attached pages 65, 67, 69, 81, 86, 218, 248 and 254a of Appendix A and Page 5 of Appendix B and by adding a new page 81a.

The Licensee proposes several minor revisions to the Peach Bottom Operating License as follows:
1.
Correct typographical errors on pages 65 and 248.
2.
Provide clarification in the " Remarks" column of page 67 to clearly indicate that the interlock applies to both the RHR and Core Spray system.
3.
Reduce the core spray sparger to reactor pressure vessel differential pressure trip setpoint (page 69) from 5 to 1 psid.
The lower setting will provide the instrument sensitivity needed to ensure reliability of operation during a pipe break event.
4.
Revise the Suppression Chamber High Level trip setting on page 69 to read "less than or equal to 5 inches above torus midpoint."
The normal water level, previously at the torus midpoint, has been lowered as a result of the Mark I containment studies.
The proposed revision will provide the proper nomenclature to maintain the trip setting at the correct level.
5.
Revises page 81 Table 4.2.B to reflect more stringent surveillance requirements for the PCIS/LPCI interlock pressure switch.
6.
Table 4.2.F, page 86 is revised to reduce the calibration frequency of Reactor Level Instrumentation,
which had been inadvertently lengthened under Amendmenta~
68/67.
The shorter calibration cycle has continued to be utilized.

Correspondence from Mr.
D.
G.
Eisenhut, Director, Division of Licensing, NRC, to All Power Reactor Licensees, dated January 7, 1980, recommended the provisions of Regulatory Guide 1.137, " Fuel Oil Systems for Standby Diesel Generator," for the quality assurance program of the diesel fuel oil.
Accordingly, we propose, on page 218, a revision to the sampling and analyses requirements of the diesel generator fuel oil that is in conformance with Regulatory Guide 1.137 with the following exception; the associated diesel will not be declared inoperable as suggested by Section C.2.
The fuel oil system at Peach Bottom has four separate fuel oil tanks, one for each diesel, with the capability to isolate any tank and feed a diesel from an alternate tank.
The capacity of three diesel fue:. tanks is greater than the Technical Specifications requirement for the minimum onsite volume of diesel fuel oil.
Therefore, should the oil in a tank not meet the above requirement, the diesel would not be considered c
The tank could be isolated and the oil replaced or brought within acceptance limits while the generator was fed from an alternate source.
With one oil tank unavailable for use, the operability of the diesel generators would be governed by the Technical l_
Specification minimum allowable volume of onsite diesel fuel oil.
8.
Startup reports are required by specification 6.9.1.a, page 254a, to be submitted within "90 days following resumption of commencement of commerical power operation."
The proposed revision would change " power" to " full power" in recognition that the testing program following return to service requires collection of data at full power.
In addition, obsolete references to initial criticality and startup testing are removed.

The proposed revision to Appendix B, page 5 would change the theraal mapping reporting frequency from 30 days to annually.
The change would simplify the reporting process and is consistent with the objectives of the thermal mapping studies which is to develop a data base for adjusting future cool?ng tower operations.
In addition, exception is made to recognize the potential hazards of the data collection process.
Furthermore, the required events necessary to initiate monitoring are clarified.
Pursuant to 10 CFR 170.22, " ehedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment for Unit 2, and a Class I Amendment for Unit 3, since~
the proposed changes are deemed not to involve a significant hazards consideration.

The Plant Operation Review Committee and the operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not invol<e an unreviewed safety question or a significant hazard consideration; and will not endanger-the health and safety ok the public.
