Inspection 50-29/77-29 This refers to the inspection conducted by Mr. M. Rogers of this office on December 8, 9, 1977 at Rowe, Massachusetts of activities authorized by tiRC License No. DPR-3 and to the discussions of our firdings held by Mr. Rogers with Mr. Autio of your staff at the conclusion of the inspection.
The area examined during this inspection was limited to Physical Security Program. Within this area, the inspection consisted of selective exa*.inations of procedures and representative records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that cr.a of your activities was not conducted in full conpliance with tiRC re:;uirements, as set forth in the riotice of Violation, enclosed herewith as Appendix A.
This item of noncompliance has been categorized into tne levels as described in our correspondence to ycu dated December 31, 1974 This notice is sent to you pursuant to the provisions of Section 2.201 of the flRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Section 2.201 requires you to submit to this office, within twenty (20) days of your receipt of this notice, a written state: ent or explanation in reply including: (1) corrective steps whicn have been taken by you and;the results achieved; (2) corrective steps wnich will be taken to avoid further ite:r.s of noncompliance; and (3) the date when full complience will be achieved.
In accordance with Section 2.790(d) of the tiRC's " Rules of Practice,"
Part 2 Title 10, Code of Federal Regulations, documentaticn of findings of ycur control and accounting procedures for safeguarding special nuclear materials and your facility security procedures are exenot frcn disclosure; therefore, the enclosures to this letter, and your response to this letter will not be placed in the Public Docurent R00 and will receive limited distFibution.
