APPLICATION FOR AMENDMENT TO OPERATING LICENCE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the Power Authority of the State of New York, as holder of Facility. Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.

FitzPatrick Operating-License seeks to amend Appendix A, Technical Specifications to incorporate augmented inservice inspection requirements specified in the Commission's February 26, 1981 letter (Generic Letter 81-04) regarding the implementation of NUREG-0313, Revision 1, " Technical l
Report on Material Selection and Processing Guidelines for BWR Coolant Pressure Boundary Piping (Generic Task A-4 2). "
The proposed amendment further incorporates appropriate changes to bring them into conformance with the model Technical Specifications included with that letter.
