Enclosed for filing are three (3) signed originals and nineteen (14) copies of a document entitled, " Application for Amendment t.o Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
This application seeks to amend Sections 4.6.D (pages 141, 141a, 144a), 3.6 and 4.6 BASES (pages 153, 153a, 285) of Appendix A.
These changes incorporate augmented inservice inspection requirements based on our conformance review (Reference 2) and in response to Reference 1, with a single exception.
Stainless steel safe-ends, previously reported to have been nonconforming, are manufactured from low carbon stainless steel.
This change reflects this fact and safe-ends are reclassified as conforming.

The Safety Evaluatic_

The Authority-has classified this applicaton for amendment to the operating license as Class III.
Enclosed is a check in the amount of $4,000 as the filing fee per 10CFR 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
