Subj ect: Clarification on the Discussions Held on July 30,1981 Con Requirenents for a Safety Parameter Display Systen for C(nanche Peak On Thursday, July 30, 1981, you and Mr. Homer C. Schmidt visited the f.'RC to discuss tiie status of the NRC's review of the Comanche Peak application.
During the course of that visit we discussed the NRC's requirements for a safety parameter display system (SPDS). This letter is provided in response to a request from Mr. Schmidt to the project manager for clarification on that discussion.
During that visit it was clearly indicated that the NRC did not then have a requirement that you nust install an SPDS prior to fuel loading. At some future date we may require an SPDS and our schedular requirements will be detailed at that tine.
Nevertheless, we recomend that you make plans to install an SPDS, select a design and install as much of it as you can by the date you plan to load fuel.
As for future requirements, we will propose that the Commission approve a change to the regulations which will specify the requirements for a SPDS.
Accordingly, you may wish to plan for this eventuality. We of course, will not require, and enforce, these proposed requirements until they become finalized.
You commented during the discussion that the acquisition of an SPDS which satisfies all of the proposed HRC criteria for reliability and design is all but impossible in the limited tiae before fuel loading for Unit 1.
You further expressed a concern that the forthconing regulation may provide such a brief implementation schedule that it would beco.ae literally impossible to acquire and in.: tall an acceptable SPDS prior to the fuel loading date, thereby resulting in a delay in issuance of the operating license. We will attempt to give you a reasonable period to meet forthcoming requirements. We will further set an inplementation schedule based on conditions of the licensing process for your application.

. It should be clear that our discussion focused only on the requirements for the SPDS. The " Emergency Planning; Final Regulations" were published in the Federal Register on August 19, 1980. These became effective November 3,1980.
Tne amenor.d appendix E to 10 CFR Part 50 establisnes rainlaum requirements for emergency plans for use in attaining an acceptable state of energency prepare iness.Section IV, Subsection E of appenaix E describes the requirements for eme gency facilities and equipment. We will require that these described facilitiis and equipment be proviced prior to October 1,1982 or prior to the issuance of the operating license as described in Generic Letter 81-10 dated February 18, 1981.
