Dear Mr. Counsil:

The Commission has issued the enclosed Amendment No. 78 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station Unit 1.

This amendment is in response to your application dated September 9, 1980, to reduce the reactor protection system (RPS) response time from 100 to 50 msec. Recently completed RPS response time measurements at Millstone Unit I have allowed us to complete our evaluation.

This amendment approves an Appendix A Technical Specification change which reduces the maximum RPS response time from 100 msec to 50 msec.

Copies of our related Safety Evaluation Report and the Notice of Issuance are also enclosed.
