-NOTICE OF ISSUANCE OF AMENOMENT TO PROVISIONAL OPERIIING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued..
Amendment No. 78 to Provisional Operating License No. DPR-21, issued to The Connecticut Light and Power Company, The Hartford Electric Light Company.
Western Massachusetts Electric Company, and Northeast Nuclear Energy Company (the licensees), which r'evised the Technical Specifications for operation of the Millstone Nuclear Power station, Unit 1 (the facility), located in the Town of Waterford, Connecticut. The amendment is effective as of its date of issuance.
The amendment approves an Appendix A Technical Specification change which reduces the maximum protection system (RPS) response time from 100 milliseconds to 50 milliseconds.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prio.r public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
