This refers to the investigatiori conducted by Mr. P. Joukoff and W.
Wagner of this office on June 29-30, July 1-2, 8-10, 31,1981, of
activities authorized by NRC License No. OPR-13, and to the discussion
of our findings held by Mr. P. Joukoff and W. Wagner with Mr. Curran and

other representatives of the Southern California Edison Company on July

10, 1981.

Areas examined during this investigation are described in the enclosed
investigation report. Within these areas, the investigation consisted
of selective examinations of procedures and representative records,
i
interviews with personnel, and observations by the investigators.
No items of noncompliance with NRC requirements were identified within
the scope of this investigation.
In accordance with 10 CFR 2.790'of the Commission's regulations, a copy
of this letter and the enclosed investigation report will be placed in
the NRC's Public Document Room. . If this report contains any information
that you (or your contractors) believe to be exempt from disclosure
under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this effice
by telephone within ten (10) days from the date of this letter of your
intention to file a request for, withholding; and (b) submit within 25
days from the date of this letter a written applicatinn to this office
to withhold such infonnation.
If your receipt of this letter has been
delayed such that less than seven (7) days are available for your review, Dof
please notify this office promptly so that a new due date mr.y be estab-

lishea. Consistent with section R.790 (b)(1), any such application must
