BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION In the Matter of Docket Nos. 50-278 PHILADELPHIA ELECTRIC COMPANY APPLICATION POR AMENDMENT OF FACILITY OPERATING LICENSE DPR-56 Philadelphia Electric Company, Licensee under Facility Operating License DPR-56 for Peach Bottom Atomic Power Station Unit No. 3, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be temporarily amended as indicated in the following discussion The "C" Low Pressure Coolant Injection (LPCI) pump on Unit 3 is out of service pending electrical repairs to the motor stator windings.
Return of the LPCI pump to service is not

expected before the scheduled startup of Unit 3 following completion of an extended refueling outage.
The Peach Bottom Operating License currently prohibits reactor startup with one of the four LPCI pumps inoperable.
Licensee hereby requests permission to startup and operate the reactor in the Run mode for seven days with one LPCI pump inoperable, provided reactor power is limited to 505 of full power, and the remaining LPCI subsystems and both core spray subsystems are demonstrated to be operable at least once per 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
The requested temporary change is consistent with the provisions of section 3.5.A.4 of the Technical Specifications.
This section permits continued reactor operation for seven days in the event one of the LPCI pumps is found to be inoperable while the reactor is operating at power.
The justification for the requested temporary change is the same as that provided for section 3.5.A.4.
Section 3.5.A Bases states that with one LPCI pump inoperable, adequate core flooding is assured by the denonstrated operability of the redundant LPCI pumps or loops and both Core Spray Loops.
An additional compensatory measure is provided by the power limitation.
A reduction in power to 50%
reduces the core cooling makeup requirements following a loss-of-coolant accident, therefore enhancing the safety margin.

proposes that this Application for Amendment be considered a Class III Amendment, since the proposed change is deemed not to involve a significant hazards consideration.
The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed the proposed change to the Technical Specifications, and have concluded that it does not involve an unreviewed safety question or a significant hazards consideration; and will not endanger the health and safety of the public.
