L' APPENDIX A NOTICF 0F VIOLATION Mississippi Power and Light Company Docket No. 50-416' Grand Gulf License No. CPPR-118 As a result of the inspection conducted on May 16, 1981 - June 15, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),

the following violation was identified.

10 CFR 50, Appendix B,

Criterion II and the implemeating section of Operational Quality Assurance Manual, MPL-Topical-1 paragraph 2.5.3 requires that personnel responsible for performing quality-affecting activities be instructed as to the purpose, scope, and implementation of manu. s, procedures, and instructions.

Contrary to the above, the requirement to provide quality assurance training was not met in that on June 1,1981, safety-related maintenance was being performed by a technician who had not received the appropriate training as to the purpose, scope, and implementation of manua'.s, procedures, and instructions.

An audit of training records identified seven additional technicians assigned to the maintenance section had not received quality assurance training.

This is a Severity Level V Violation (Supplement III.).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown..Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
