Dear Mr. Engelken:

Our letter to you dated January 19, 1981 subnitted an interim report, in accordance with the requirements of 10 CFR 50.55(e), of a possible deficiency involving containment spray pumps start timing. This letter constitutes a final report on this subject.

The referenced letter stated that it is possible to postulate conditions under which the starting of the containment spray purps would a

be simultanecus with the starting of other engineered safety feature equip-4 i

ment. We also etated that this could result in the tripping of an emergency buss and the loss of ESF functirms following a W CA.

In order to determine whether corrective action is necessary, a series of diesel loading tests were performed. We have determined, from I g y.]

the results of these tests, that no corrective action is necessary other than eliminating the time delay in the containment spray punp start 5

circuits. It is highly unlikely that the extrcsne conditions simulated in h

8 tne tests would ever occur. Nevertheless, should they occur, the necessary safety functions of the containment spray punps and of otler ESF equignent would not be adversely affected.

L Mr. R. H. Engelken July 31, 1981 The diesel loading tests were reported by PGandE in a letter to R.. Frank Miraglia dated July 31, 1981. These tests deconstrated that containment spray punp starts coincident with starting other ESF equipnent can be ac.tumu.iated by the mergency diesel generators without creating an unacceptable underfrequency or undervoltage condition. The ir. tent of Regulatory Guide 1.9, i.e., to assure acceleration of loads to rated speed in the required time, was thus clearly denonstrated by testing.

The appropriate sections of the Technical Specifications and of the Final Safety Analysis Report will be revised to be consistent with this report.
