Dear Mr. O'Reilly:
On March 27, 1981, your office was informed that the standby bus breaker transfer switches were inadvertently left in manual mode, thus causing the emergency power path from Keowee to be inoperable. This is in violation of Technical Specifi-cation 3.7.2(a).
Reportable Occurrence Report R0-270/81-07, providing details of this incident, was to have been submitted to you by April 10, 1981, pursuant to Technical Specification 6.6.2.1.a(2).
As a result of other NRC regulations on the investigating personnel, this report is being delayed.
It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than April 24, 1981.
