The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crienjak on May 5,1981 in accordance with 10 CFR 50.55(e) as NCR's 1447 and 1457.
Our first interin report was submitted on June 5, 1981. Enclosed is our second interin report. We expect to submit our next report bv November 17, 1981. TVA considers 10 CFR Part 21 to be applicable to this nonconformance.

SECOND INTERIM REPORT Descrintion o[ Daficiency Inryco, Incorporated, is the contractor, contract No. 7CC53-85380, for supplying and ir.atalling the prestressing system for the primary containnents at Fe11efonte Nuclear Plant units 1 and ?.
On Aoril 15, 1981, Inrvco informed TVA that a shophead/ bushing failure had occurred during stressing operations on March 10, 1081, at the Braiducod Nuclear Plant and that Inrvco had submitted a report in accordance with 10 CFR Part P1 to the Muclear Pegulatorv Connission to document this failure.
As a result of this failure, Inryco began neasuri.,g the unstressed anchorage naterial at Bellefonte. Several cases have been documented whereby the dimansions measured do not fall within the tolerances established by th' p fabrication nanual.
In some instances, the anchorage materia.
oversized and in other instances, the anchorage material is undersized.
Interim Procress Inryco is continuing to investigate the criticality of the established tolerancas. While the previous report on this deficiency stated that preliminary information indicated the tolerances were excessives" conser"ative, additional work has not supported this contention. The tolerances will not he revised at this time.
An ecuation has been developed by Inrvco which is used to assess the anchorhead strength.
This equation is based on the results of Inryco's investigation and is used to determine whether an anchorhead outside the specified tolerances can he safely stressed.
TVA has not vet approved Inrvco's report on the dimensionally nonconforming anchorage material.
ine report will use a statistical sinulation to verify the adequacy of anchorheads stressed before the discovery of this deficiency.
All unstressed anchorage material is now being measured and a nonconformance reoort (NCR) is cenerated to document each casa of material fabricated outside the specified tolerances.
I All MCR's concerning dimensiona11v nonconformine achorage material will be handled under this report (FLPD-90-418/81-33, h30/81-l').
To date there incude 1447, lh57, 1h61, 1460, 1473, 147h, 1475, lh85, 1401, 1502, 1510, 1511, 1521, 1523, 154?, 1547, and 1558.
