LER ETS-NR/50-245/81-02 NORTHEAST NUCLEAR ENERGY COMPANY MILLSTONE NUCLEAR POWER STATION - UNIT 1 PROVISIONAL LICENSE NUMBER DPR-21 DOCKET NUMBER 50-245 IDENTIFICATION OF OCCURRENCE Unmonitored release of liquid waste effluents was identified (ETS 2.4.1.3).
CONDITIONS PRIOR TO OCCURRENCE Prior to the occurrence, the plant was operating at a steady state power level of 100 percent.
DESCRIPTION OF OCCURRENCE On June 22,1981 at 1250 hours0.0145 days <br />0.347 hours <br />0.00207 weeks <br />4.75625e-4 months <br />, it was discovered that water overflowing from the Bowser Turbine Lube Oil / Moisture Separator was discharging through a floor drain to storm drain collection boxes that discharge to Long Island Sound.
Routine sample analysis of the water revealed the following activity levels:

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE The cause of the occurrence was Turbine Bypass Valve leakage which allowed water to enter a drip pan that is provided for bypass valve control oil. Oil entering this drip pan drains to a lube oil moisture separator which overflowed due to the ir. creased water volume, allowing the water to enter the storm drain system.
ANALYSIS OF OCCURRENCE Subsequent radiological assessment of the incident demonstrated that the discharge did not result in any health or safety implications due to the activity level and the relatively small volume of the discharge. The total Iodine release associated with the incident was calculated to be approximately 0.03percentofnormalmonthly_fodinedischargeandwouldhaveresultedina maximum thyroid dose of 3 X 10 millirem.

v CORRECTIVE ACTION Upon identification of the incident, the source of the water was rerouted to the floor drain system and downstream monitoring of the storm drain system was established to insure that the discharge had been isolated.
Investigation into the cause of the valve leakage is continuing and will be repaired following verification of the cause.
The storm drain collection boxes in question have been added to the sampling program.
