Dear Chairman Salin:

I am writing in regards to Director Decision 94-03 concerning the Pennsylvania Institute for Clean Air (PICA) request under 10 CFR 2.206 to include all of the city of Harrisburg, PA in the emergency evacuation plans for the Three Mile Island nuclear power plant.

PICA asks that the Commissioners exercise their i

discretionary jurisdiction over this matter and obviate the staf f's j

denial of their petition, Public Citizen supports the effort of PICA to expand the emergency planning zone of the Three Mile Island nuclear power plant to incorporate the entire city of Harrisburg, PA.

It is astonishing that fifteen years after the meltdown at TMI the U.S.

Nuclear Regulatory Commission has forgotten some of the most poignant lessons of the accident.

After the accident, the Commission appointed by President Carter concluded that emergene/

planning was as important to protecting the public as reactor safety.

We continue to believe that emergency planning is essential.

Workable emergency evacuation plans are the public's last line of defense against a catastrophic nuclear accident.

If and or when another meltdown occurs in the United States, workable emergency evacuation plans will be necessary to avoid the chaos experienced fifteen years ago around Three Mile island.
