PAPERWORK REDUCTION ACT STATEMENT The information collection requirements in this final rule were not reviewed by the Office of Management and Budget at the proposed-rule stage because the proposed rule was published prior to April 1,1981, when the Paperwork Reduction Act became e f fec tive. Therefore, the Nuclear Regulatory Commission has submitted this final rule to the Office of Management and Budget for any review appropriate under the Act (44 U.S.C.
3501 et seq.). The effective date for the information collection requirements in' this rule provides the 60 days required for OMB review.
