F ' The Wellesley Reception Center (WRC) was maintained as the designated

reception center for the population north of the Pilgrim Nuclear Power Station until March 30, 1994, when the South Weymouth Reception Center (SWRC) became operational.
The transition was an orderly and well-managed process that started as far back as May 1993. The Boston Edison Company worked closely with the Massachusetts Emergency Management Agency (MEMA)~in establishing a replacement facility for the WRC. The Federal Emergency Management Agency has monitored the transition activities including a drill of the new facility which was conducted on March 12, 1994.
I am enclosing a copy of Boston Edison's March 14, 1994, status report #7, on the replacement for WRC, to give you an idea of the process and planning that went into this e,ffort.
We appreciate Ms. Fleming's concerns and interest regarding emergency preparedness for Pilgrim. We believe the involved organizations have acted responsibly and effectively in establishing the SWRC as a replacement for the

Your letter to the Chairman, dated March 8,1994, and your letters to the Comissioners and Mr. Taylor, dated March 11, 1994, have been referred to me for response.
My recollection of our telephone conversation does not include any reference to financial. difficulties but rather that the U.S. Nuclear Regulatory Comission (NRC) was reevaluating its policies with regard to its 800 number due to the fact that it was not acceptable to leave callers on hold for excessive periods of time.
I also explained to you that incoming calls would no longer be referred to the Comissioners as their availability is limited and could cause a recurrence of this unfortunate situation.
With respect to accuracy of the Boston Edison status repor' on the equipment t
at the Wellesley Reception Center, the NRC is following the appropriate internal procedures regarding your concern in this matter.
With respect to the number of portal monitors for the South Weymouth Reception Center, the appropriate agencies will make the determination of adequacy of equipment for South Weymouth to be a functioning reception center.
With respect to changing the emergency broadcast system message to instruct the public to go to South Weymouth and changing the planning to reflect the j
vote of the Duxbury Selectmen and the school comittee, the appropriate agency will be made aware of your concern.
With respect to NRC Inspection Report 50-293/94-01, the item you referred to is an onen item that is subject to additional evaluation and inspection before it can be considered resolved.
Over the past several years, the NRC staff has applied considerable resources in addressing the concerns and issues that you have brought to our attention.

BOSTON EDISON WELLESLEY RECEPTION CENTER RELOCATION PROGRESS STATUS REPORT NO. 7 February 28,1994 INTRODUCTION This is the seventh in a series of reports on the progress of establishing a replacement location for the Wellesley Massachusetts Highway Department Reception Center. These reports will be submitted on a monthly basis until the new reception center is functional.
The efforts and schedules described herein are those of Boston Edison Company in support of the Massachusetts Emergency Management Agency (MEMA) which has overall responsibility for Radiological Emergency Response planning in the Commonwealth of Massachusetts. Any views or opinions expressed within are those of Boston Edison and do not necessa.ily represent the views of MEMA or other state and local agencies.
BACKGROUND The Massachusetts Highway Department (MHD) facility in Wellesley, Massachusetts, has been functioning as one of the three reception centers for evacuees from a potential emergency at the Pilgrim Nuclear Power Station. Boston Edison holds a letter of agreement with MHD for use of the facility in support of MEMA's Radiological Response Plan.
1 On April 27,1993, MHD notified Boston Edison that it would terminate this agreement on December 31,1993, (Boston Edison has since, based on a letter from MHD dated September 9,1993, received an extension for use of the Wellesley facility until March 31, i
1994) and that the MHD volunteer emergency workers would be reallocated and, therefore, unavailable to perform as emergency workers at the Wellesley facility. In subsequent letters to j
MEMA and the NRC, FEMA expressed its concem over the impending loss of the facility and much of the key staff.
Sharing FEMA's concem that an attemate reception center be identified, the NRC, by letter dated June 29,1993, (Mr. Ronald Eaton to Mr. E. Thomas Boulette) requested a schedule of BECo's progress to date and monthly updates until the new reception center is functional.
As discussed in Status Report #4 dated November 23,1993, the South Weymouth Naval Air Station in South Weymouth, MA has been identified by MEMA as the replacement for the Wellesley facility. This report will continue to reference activities related both to the new facility to be located at South Weymouth as well as activities related to the continued interim utilization of the Wellesley Facility.

STAFFING Wellesley Wellesley continues to be fully staffed.
South Weymouth There are now 145 volunteers in the S. Weymouth Reception Center organization.
This is more than enough to fill the 84 positions required by the plan / procedures.
TRAINING South Weymouth Required classroom training sessions started on January 18,1994, and additional.
classes were conducted on January 24,25, and 26,1994. Other classroom sessions will be held on March 2,3,8 and 9,1994 to ensure that everyone has had an opportunity to attend a classroom session.
Practicals and drills started with a Reception Center practical oh February 1,1994.
Additional sessions were held on February 7,16,17 and 19,1994. FEMA is scheduled to observe the full drill to be held on March 12,1994.
FACILITY / EQUIPMENT Wellesley Facility Equipment necessary to operate the Wellesley Reception Center is currently being.
maintained at the MHD facility. It will not be moved until the tumover to S.
Weymouth.
South Weymouth Communications equipment including the Digital Notification Network (DNN),
BECONS, and Commercial Telephones have been installed in the Command Center and Reception Center.
OFFSITE PROGRAM SUPPORT ACTIVITIES South Weymouth The Evacuation Time Estimate Contractor, funded by Boston Edison, has completed the road survey study for South Weymouth. The study was delivered to Boston Edison on February 23,1994.

SCHEDULE Attached are two schedules dated February 28,1994 which represent updates of the schedules originally provided with Status Report #1. The two schedules are focused upon the two avenues on which Boston Edison is providing assistance to MEMA. Those two avenues 1
are the continued interim use of the Wellesley facility and the development of a replacement reception center facility.
Boston Edison provided the attached schedules to MEMA on March 2,1994. The schedules represent Boston Edison's suggested timeframes in which to accomplish the required tasks.
The timeframes are not intended to represent deadlines but, rather, target dates / goals.
