Dear Ms. Fleming:

In your note of November 12, 1993, to the Nuclear Regulatory Commission (NRC) and the Executive Director for Operations, you asked the NRC to consider the need for testing the Wellesley Reception Center during the emergency prepared-ness exercise scheduled for Pilgrim Nuclear Power Plant on December 6,1993.

The concerns that you have raised regarding the Wellesley facility are directed toward offsite emergency planning and preparedness Tnd, therefore, fall under the purview of the Federal Emergency Management Agency (FEMA).

We understand that Wellesley will be replaced by a facility at the South Weymouth Naval Air Station in the first quarter of 1994.

Accordingly, exercise of Wellesley on December 6, 1993, is unwarranted.

FEMA plans to evaluate the capabilities of the new center before it is activated and Wellesley is deactivated.

The FEMA evaluation will include a demonstration of the adequacy of the new facility at that time.

FEMA has evaluated the Wellesley facility as a viable reception center in the interim because (1) emergency workers who would report to Wellesley have been trained in emergency response, (2) emergency procedures for the facility have been revised and, (3) adequate equipment for responding to emergencies is available at the facility.

Based on these considerations, the NRC concurs with FEMA's position and finds no technical justification for exercising the Wellesley facility before it is deactivated.
