SUPPLEMENTAL RESPONSE TO NRC CENERIC LETTER 89 13 SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY RELATED EQUIPMENT (NRC TAC NO. 73973)
Gentlemen:
On July 18, 1989, the NRC issued Generic Letter 8913, " Service Water System-Probletas_Affecting Safety Related Equipment."
The Genuric Letter established extensive recommended actior.s in five inajor. areas relative to inonitoring - and surveillance, testing, and design reviews of service water systetus. Further, the letter requested that initial activities defined in each major' area be coinpleted prio* to plant start up following. thei first refueling -outage beginning nino months or.more after the date of the letter and that the NRG be notified within 30 days following implementation.
Carolina Power & Light Company (CP&L) responded to Generic - Letter _ 89 13 on -
-January 26, 1990 indicating, with certain clarifications, our: intent to comply with the letter and complete the initial activities prior to start up from the next scheduled refuelin5 outage for each of the CP&L units..
The purpose of this letter is to provide' notification _that the Brunswick Steam Electric Plant, Unit No. 1 (BSEP) has.-completed,-as of the February 22 -1991 plant start up date, the initial activities and. testing and the'. establishment i
of the continuing programs to which CP&L committed, with the exception of heat transfer testing of the RHR heat exchangers. ~ One RHR heat 1 exchanger _ was cleaned :
l and inspected during the last refueling outage (refueling outage 6) and the othere
- during the current refueling outage (refueling outage 7); however, testing'is not feasible until plant shutdown _ for the next scheduled outage when requisite heat load conditions will-be available.- CP&L_w111; notify-the NRC when_that._ testing.
