OF MEETING HELD ON JANUARY 31, 1991 TO DISCUSS THE IMPLEMENTATION SCHEDULE FOR DEDICATED SHUTDOWN CAPABILITY (TACS 79388 AND 79389)
On January 31, 1991, NRC staff members met at the Point Beach Nuclear Plant with employees of Wisconsin Electric Power Company (WEPCO) to discuss WEPCO's _imple--
mentation of the approved design for dedicated shutdown capability (DCS).
By letter dated December 21,1990, WEPC0 had applied for an exemption to Title 10 CFR Part 50.48(d)(4) which would otherwise require that the DCS design be imple-mented by January 27, 1991.
At the meeting, WEPC0 described planning and design efforts which occurred subsequent-to NRC's July 1988 approval of the-design. The project has been expanded to allow WEPC0 to achieve other goals _ simultaneously with implementing the DCS. It was particularly notable that _ the overall project as modified would
- fit-into a longer term goal to reduce the probability of significant fission product release to the environment by a factor of--10 over the 1990 PRA estimate.
This-goal would be achieved by 1996.
WEPC0' presented a chronology of procurement and installation steps taken to date. They also presented a summary of actions required to complete the project.
WEPC0 ' discussed compensatory measures which were put in place on Friday,
-January 25,.to provide further fire protection for areas critical to safe shutdown until the DCS. design is implemented.
At the'~close of the meeting, the NRC staff-indicated.that they-are not inclined-s to approve--the exemption request. The staff further_ indicated that the compen-satory measures. proposed.by WEPCO appear to be proper and adequate to support a
= decision-for continuing operation.
