ENCLOSURE As a result of FP&L comments dated December 21 Evaluation-JSE) relating to the implementation,of Station Blackout Rule at1990 St. Lucie site issued by letter dated November 21, 1990, to supplement the draf t SE by -inserting the following two paragraphs:the staff pr 1.

. At the end of 3' ction 2.2.2, just before the recommendation, add:

e The-qualification of the EDGs as excess capacity EDGs in.accordance with the S80 rule guidence does not isgly that' the EDGs are required under emergency operating procedures-to power loads:not considered to be needed by the licensee during a specific 580 event.

The qualification of the EDGs as excess capacity EDGs implies only that the EDGs have the capacity to power such loads as the motor driven auxiliary feedwater pump and residual heat removal pump,'if the need should arise.

2.

At the end of Section 3.0, just prior to the recommendation, add:

Although the staff concludes that the St. Lucie Unit 1 EDGs do not have sufficient capacity to qualify-as excess capacity EDGs in accordance with ths S80 rule guidance, this does not restrict the use of-the EDGs n
