Island Nuclear-Generating Plant, Units 1 and 2, authorized by NRC Operating-
Licenses No.EDPR-42 and No. OPR-60,--and to'the discussion of our findings with

sinspection.
This refers also to the, routine management meeting among members

of-your staff and staff of- NRC _ Region-III which was held in the Region III

'of.fices on' December 6, 1990.
The enclosed-copy of ~our inspection report identifies areas examined during
.the inspection. Within these areas, the inspection consisted of a selective
- examination;of procedures-and representative. records, observations, and
' interviews;with personnel.
Dur.ing thel inspection,- two items-identified in your Licensee Event Reports
- appeared to be ia violation of NRC requirements. -The inspection showed that
actions _are being taken to correct the. identified violations and prevent
- recurrence. -Consequently,'we have exercised our discretion as allowed
under the NRC Enforcement -Policy. _ Because we want to encourage prompt
Lself-identification and correction of problems, and because the criteria
o
'specified in'10lCF3 fart 2, Appendix C,Section V.G. of the Enforcement
Policy were satisfied, the violations are not being cited.
In-accordance with-101CFR 2.790(a) of the Commission's regulations, a copy of
this letter and the enclosure will be--placed'.in the NRC Public Document Room.

P. L. Hartmann, Esquire, and D. C. Kosloff of this office on
November 20, 1990, through January 14, 1991, of activities at the Prairie
Island Nuclear Generating Plant, Units 1 and 2, authorized by NRC Operating
Licenses No. DPR-42 and No. DPR-60, and to the discussion of our findings with
Mr. M. B. Sellman and other members of your staff at the conclusion of the
inspection. This refers alse to the routine management meeting among members
of your staff and staff of NRC Region 111 which was held in the Region 111
offices on December 6, 1990.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During the inspection, two items identified in your Licensee Event Reports
appeared to be in violation of NRC requirements. The inspection showed that
actions are being taken to correct the identified violations and prevent
recurrence. Consequently, we have exercised our discretion as allowed
under the NRC Enforcement Policy.
Because we want to encourage prompt

specified in 10 CFR Part 2, Appendix C, Section V.G. of the Enforcement
