Jarg of this office on October 1-5, 1990, of activities authorized by NRC License Nos. DPR-53 ard DPR-69, and to the discussions of our findirgs held by Dr. J. Jang with Mr. R. Denton ard other members of your staff at the conclusion of the inspection. Areas examined during this inspection include your gaseous and liquid effluent control programs La described in the NRC Region I Inspection Report which is enclosed with this letter. Within these areas, the inspecdon consisted of selective examinations of procedures and representative records, interviews with personnel, ard observations by the inspector. Based on the results of this inspection certain of your activities appeared to be in violation of NRC rEqu rementS. We are Concerned about one of those activities because you a to .take-no actions as required _ by the 7bchnical Specifications regard three _rable effluent mnitors. -(See Section 4.3 of the enclosed ins on report.) This violation, as described in the enclosed Notice of Violation, has been categorized by severity level in accordance with the " General Staterrent of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy). You are required to respord to this letter an.1 in preparing your response, you should follow the instructions in Apperdix A.
