Gentlemen:

This refers to the team inspection conducted by Messrs. N. Terc, K. Kennedy,

and R. Bennett of this office during the period July 23-27, 1990, of activities

authorized by NRC Operating License DPR-46 for Cooper Nuclear Station, and to

the discussion of our findings with you and other representatives of the

Nebraska Public Power District at the conclusion of the inspection.

Areas examined during the inspection included the implementation of the

emergency plan and procedures during the annual emergency response exercise.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the inspection team. The inspection findings are documented in

the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

Your staff's overall performance during the 1990 exercise was very good.

Improvements from previous exercises were noted.

Your staff's response during

i

the course of the exercise was adequate to protect the health and safety of the

i

public.

'

The inspection identified two exercise weaknesses in your emergency

preparedness program. One weakness pertains to the duties and responsibilities

of the control room director (CRD) who, in addition to his many other duties,

was assigned to maintain continuous accountability after the evacuation of

unessential personnel from the protected area. The other weakness pertains to

a delay in using the emergency diesel generator after it was available.

This

diesel was a critical factor necessary for mitigating the hypothetical

.'

accident.

Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.5,

are inspection findings that need to be corrected by the licensee. You are

requested to provide this office with a description of your corrective measures

and your schedule for completing these actions within 30 days after receipt of

this letter.
