Enclosed is a final report in accordance with 10CFR50.55(e) for the deficiency concerning the issue of a planner by ITT Grinnell Corporation without prior approval. This matter was reported to Mr. H. Kister of your staff by telephone on November 1, 1982, as a potentially reportable problem. An interim 30 day report was submitted to you on December 1,1982.

NIAGARA M0 HAWK POWER CORPORATION NINE MILE POINT NUCLEAR STATION UNIT 2 DOCKET N0. 50-410 Final Report for the Problem Concerning ITT Grinnell Issue of Planner Without 'rior Approval Description of the Problem ITT Grinnell Corporation completed a repair to an ASME III, Class 1, penetration weld without a Stone & Webster Engineering Corporation approved planner. This was a violation of a commitment made to the NRC in our response dated October 14, 1982 to Inspection Report No. 82-08, which states the following:

As of July 1,1982, only those Category I welding and/or bending field planner packages that have been reviewed and concurred with by Stone & Webster are released by Grinnell for construction. The results of the Stone & Webster review are being closely monitored. At such time that Stone & Webster and Niagara Mohawk determine that the field planner packages are being unsistently ano properly prepared, Stone & Webster review and concurrence will be reduced or discontinued as appropriate.

Analysis of Safety Implications ITT Grinnell addressed the problem to Stone & Webster Engineering Corporation via a Deviation Report. The completed work passed radiographic testing.

Stone & Webster Engineering Corporation has accepted the work performed as being technS: ally acceptable and meeting all code requirements.

Therefore, if this condition were to have remained uncorrected, it could not have adversely affected the safe operation of the plant.

Corrective Actions ITT Grinnell is now committed to route all Category 1 planners through ITT Grinnell Quality Control, prior to being issued to the fiel<i, for verification that Stone & Webster Engineering Corporation has approved the latest revision to the planners.
