Systematic Assessment of Licensee Perfomance (SALP) and your Letter, MN82-201, October 15, 1982.

This refers to the SALP for Haine Yankee Nuclear Power Station conducted by this office on September 20,1982, and discussed with you and your staff at a meeting on September 28, 1982. The list of attendees is attached as Enclosure 1.

The NRC Region I SALP Report is attached as Enclosure 2 and covers the period August 1, 1981 to July 31, 1982. Your letter, dated October 15, 1982, submitted pursuant to our letter of September 24, 1982, provided connitments for performance improvements. These letters are attached as Enclosures 3 and 4.

Overall, we find that your operational performance is acceptable and directed i

toward safe facility operation.

In the areas of housekeeping and fire protec-tion we found your management attention to be aggressive and oriented toward nuclear safet/. Additionally, we recognize your noteworthy accomplishment in maintaining personnel radiation exposures to levels well below the national average. Your performance in the areas of Design Control / Quality Assurance and Plant Operations was found to need increased NRC and Maine Yankee Atomic Power Company management atteuton.

In our September 28, 1982 meeting we discussed our assessment of your regula-tory performance in these areas and the actions you are taking to improve perfomance. We have also reviewed your letter of October 15, and determined that your actions and plans to improve perfomance in the areas needing attention are responsive to those specific areas. We will review the results of those actions.

l We believe that our meeting was beneficial and improved mutual understanding l

of your activities and our regulatory program. Based on your connents during our meeting and your October 15 letter, we have found that no changes to our assessment are necessary. Regarding the events related to personnel error that occurred during the period, we are pleased to note the actions you are taking to address this concern. We acknowledge your coments regarding the possible causes and have expanded our report details in this area. We have also made minor editorial and typographical corrections that did not affect our assessment of conclusions.

JAN 111983 Based on a later inspection of your post-accident sampling capabilities, we have determined that the Confirmatory Actinn Letter recon, mended in Section 7 of the SALP report is not required to ensure an adequate post-accident sampling capability. Regarding information needed for your proposed Security Plan revision, a letter from the Office of Nuclear Reactor Regulation dated November 8, 1982, has been forwarded to you addressing this item.

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosures will be placed in the NRC Public Document Room. No reply to this letter is required.

Your actions in response to the NRC Systematic Assessment of Licensee Performance will be reviewed during future inspections of your licensed activities.
